Disproportionately Impacted Communities

The Houston Harris County Winter Storm Relief Fund will focus on reaching vulnerable populations and communities impacted by the 2021 Texas Severe Winter Storm.

The map below shows the social vulnerability of various communities in the City of Houston and Harris County, with the most vulnerable communities in red and the least vulnerable communities in light pink.

This map allows you to group these communities in two ways:
1) by ZIP code

2) by neighborhood name by selecting/deselecting your option in the box in the upper right-hand corner of the map

HOW WE USE THE MAP

In the application, nonprofit partners were asked to specify three neighborhoods indicating where they would target services.

These neighborhoods included where 1) the organization has the strongest presence, experience, and relationships and 2) communities/ZIPs with the most vulnerability (designated in red) with a focus on the census tracts with highest vulnerability (designated in red) within the broader neighborhood.

The Grants Committee staff used data from nonprofit partners and this map to inform geographic coverage across the City of Houston and Harris County and make adjustments to increase reach across vulnerable communities that might be underserved and under-resourced.

Here is an explanation of the methods for determining which ZIP codes have been “disproportionately impacted.”
